Rebates and tax credits in Utah

Federal tax credits ended for work done after 2025. What still helps pay for fresh air in Utah is below, checked October 19, 2026. Programs change and money runs out, so check each one’s own page before you buy or sign.

HRV or ERV, in plain words
  • Fresh in, stale out Two fans swap stale indoor air for outdoor air all night, and can supply a closed bedroom.
  • Keeps much of the heat The two streams pass through a core, so winter air comes in warmed. An open window can’t.
  • HRV or ERV? HRV: heat recovery ventilator (heat). ERV: energy recovery ventilator (heat and some moisture).
  • Not a purifier A purifier cleans the air you have but brings none in, so CO2 stays put.

Measure first: you may not need one.HRV vs ERV guideUnits we’ve reviewed

Money toward an HRV or ERV

Programs that pay toward the unit itself. Some take the money off at the distributor, so ask whether an installer’s price already includes it.

We didn’t find a program in Utah that names HRVs or ERVs. Your electric and gas utilities are still worth asking: search “[utility] HRV rebate” and “[utility] ERV rebate”.

Federal home energy rebates

Federal money that Utah runs. HEAR has a category for “insulation, air sealing, and ventilation” worth up to $1,600 for households under 150% of area median income; each state decides what counts as ventilation. ENERGY STAR’s table for HEAR says this category requires ENERGY STAR certification, and ENERGY STAR’s U.S. criteria for ventilation cover fans, not HRVs or ERVs, so ask the program whether an HRV or ERV counts before relying on it. HOMES pays toward whole-home upgrades modeled to save energy.

The Utah Office of Energy Development says the Utah Home Energy Rebate (HER) program is "on hold until further notice" because DOE had not approved the application Utah sent in December 2024. No launch date is given.

Air sealing and insulation

These programs are more common than ventilation rebates, and sealing a house is often what makes it need planned fresh air. If a program is sealing yours, ask whether it requires ventilation afterward and whether it pays for it.

  • Wattsmart Homes (Schedule 111): insulation, air sealing and duct sealing

Rocky Mountain Power · Rocky Mountain Power residential customers in Utah

Tariff maximums: insulation $0.65 per sq ft; air sealing $0.30 per sq ft; duct sealing up to $450. A proposed advanced duct sealing measure pays $400 per home for electric heating or cooling or $200 for gas heat, plus $50 to the contractor.

These are maximums in a January 2026 tariff filing; the amounts actually offered may be lower. Rocky Mountain Power's own page says insulation, windows and air sealing discounts are available in Utah but lists no amounts.

  • ThermWise weatherization rebates

Enbridge Gas · Enbridge Gas residential customers in Utah

Attic insulation $0.32 per sq ft (at least R-19 added) or $0.08 per sq ft (at least R-11 added), final R-49 to R-60; wall $0.30 per sq ft; floor $0.20 per sq ft; air sealing (single-family) $200 per job plus $0.10 per sq ft of floor area, up to $850; duct sealing and insulation $100 plus $5.25 per linear ft, up to $450 (single-family); continuous exterior rigid insulation $0.40 per sq ft, up to $800; windows $2.50 per sq ft.

Air sealing and duct work need a ThermWise Authorized Contractor. For 2026, air sealing needs a Home Energy Plan (Enbridge may do a blower door test) and attic insulation of R-49 or better once air sealing is done. Exterior rigid insulation must not interfere with the ventilation requirements of the International Mechanical Code. Apply within six months of installation. No ventilation, HRV or ERV measures are listed.

State tax credits

We didn’t find a Utah tax credit for ventilation, air sealing or insulation, and couldn’t confirm there is none.

Low-income help

The federal Weatherization Assistance Program can pay for air sealing and insulation for households that qualify by income. Your state energy office can say who runs it.

Before you sign

  1. Don’t start work yet. Many programs need pre-approval, a participating contractor or a test first, and work begun early often can’t qualify.
  2. Write down your electric and gas utilities. Rebates usually follow the utility, not the town.
  3. Read the conditions: a listed contractor, a qualifying model, your heating fuel, income limits, and install and claim deadlines.
  4. Ask each installer whether any discount is already in their price, and who files the paperwork.
  5. Get it in writing: each rebate, who applies for it, and what happens to the price if it’s denied.

Worth knowing

  • Rocky Mountain Power's Utah tariff lists a "whole house ventilation fan" rebate of up to $125. That's a whole-house cooling fan, which pulls air through open windows, not fresh-air ventilation for a closed house. (source fc_b2)
